It's a common joke in AE, probably from the 's's. It is derived from a situation in which one person say's something less than encouraging about someone else's work. The reference to "critic" means that the person is a "reviewer" for a newspaper or TV, or radio, and it is their job to write or comment about art, music, literature, etc.
Example: Pope Julius II: Yo Mikey, it's very nice, but couldn't you make that hand in the center of the ceiling a little smaller? Michelangelo: Everyone's a critic! Pope Julius II is the Pope, not a newspaper critic, but he is acting like one. Yes, TimLa is right who is speaking is a storyteller and a man has said him that his story is too sad.
